Overview

The First International Conference on the Future of Justice: Crime, Constitution, and Technology (KLE-JUSTECH 2027) offers a global forum for academics, researchers, judges, legal practitioners, technologists, policymakers, criminal justice professionals, and doctoral scholars to exchange ideas and present original research on the constitutional and criminal law questions raised by emerging technologies.

The conference examines how artificial intelligence, mass surveillance, facial recognition, predictive policing, digital forensics, deepfakes, algorithmic risk assessment, and automated decision-making are reshaping investigation, evidence, adjudication, and sentencing. It asks how the guarantees of privacy, due process, equality, and free expression can be secured in a rapidly digitizing criminal justice system.

By fostering interdisciplinary collaboration across law, criminology, computer science, public policy, and human rights, KLE-JUSTECH 2027 aims to advance innovative scholarship and develop workable solutions that keep constitutional protections meaningful as technology transforms the way justice is delivered.

About Us

The KLE Law College, Bangalore, was conceived as a nursery and training ground for those seeking to enter the legal profession. Established in 1975 under the umbrella of the Karnataka Lingayat Education Society, the college was founded to serve young students wishing to pursue legal education in Bangalore. It began with a three-year LL.B. degree course, and in 1996 a five-year integrated B.A. LL.B. course was introduced to encourage students to commit to a professional course at an early age. To meet the needs of the globalised corporate world and of prospective corporate lawyers, a further five-year integrated course, the B.B.A. LL.B., was introduced in the academic year 2011–12.

The College has created and maintained an academic atmosphere that enables students to grow to their fullest potential. It is recognised by the Bar Council of India and has been a constituent college of KLE Technological University, Hubballi, since 2021; it was previously affiliated with Karnataka State Law University, Hubballi. In addition to its undergraduate programmes, the college offers a range of certificate and diploma courses, and it operates from a modern, well-equipped campus in the heart of the city.

The College's facilities for training tomorrow's law professionals befit its standing as one of the country's renowned centres of excellence in legal education. Conference Governance provides the institutional, administrative, and academic framework for the effective planning, management, and delivery of KLE-JUSTECH 2027. Call for Papers

The Organising Committee cordially invites the submission of original, unpublished, and high-quality research papers that advance the theory, doctrine, policy, and practice of criminal justice, constitutional law, and emerging technology, together with their interdisciplinary dimensions.

The Conference welcomes submissions from academics, researchers, judges, legal practitioners, prosecutors, police and investigative officers, technologists, forensic experts, policymakers, regulators, doctoral scholars, postgraduate students, and other stakeholders engaged with criminal justice and technology governance. Interdisciplinary research integrating perspectives from law, criminology, computer science, artificial intelligence, digital forensics, public policy, human rights, data governance, sociology, Science and Technology Studies, international relations, and other allied disciplines is particularly welcome.

Authors are invited to submit theoretical, empirical, doctrinal, comparative, policy-oriented, and practice-based research that contributes to a criminal justice system in which constitutional guarantees remain effective as technology transforms investigation, evidence, adjudication, and punishment. The Conference seeks to foster meaningful academic dialogue on the constitutional implications of surveillance, artificial intelligence, and automated decision-making, for privacy, due process, equality, and free expression, and on the institutional and legislative responses these developments demand. Manuscripts addressing emerging and niche areas that complement the Conference tracks are equally encouraged: the thematic sub-topics listed under each track are illustrative rather than exhaustive.

Selected papers will be considered for publication in the conference proceedings published by Atlantis Press (Part of Springer Nature), subject to successful completion of the editorial and peer-review process, compliance with the publication guidelines, and the publisher's final acceptance criteria.

C Fee Waivers (Publication)

A partial or full waiver of the publication fee may be granted where:

- The paper has been accepted for publication following peer review; and
- The first author is one of the following:
  • a national of, or affiliated with an institution based in, a country designated as a Least Developed Country (LDC) by the United Nations;
  • a national of, or affiliated with an institution based in, a country or region currently affected by armed conflict; or
  • a PhD scholar currently enrolled in a doctoral programme.

Waivers are granted on the recommendation of the Editorial Board and are subject to the approval of the Scientific Committee. The extent of the waiver, whether partial or full is determined on a case-by-case basis. Applicants must declare their eligibility at the time of submission and provide supporting documentation on request. Meeting the above criteria does not create an entitlement to a waiver, and the decision of the Scientific Committee is final.

D Mode of Participation (Hybrid)

The Conference will be conducted in hybrid mode, offering both in-person and virtual participation.

Indian Participants

The Conference is designed as an immersive academic experience featuring keynote and plenary addresses, expert-led sessions, networking opportunities, and interactions with leading academicians, practitioners, technologists, and policymakers. The Organising Committee strongly encourages all Indian participants to attend the Conference in person at KLE Law College, Bengaluru.

International Participants

International participants are also encouraged to attend in person. However, owing to travel, visa, or logistical constraints, they may opt for virtual participation upon prior intimation to the Organising Committee.

Virtual Participants

Virtual participants will receive electronic certificates and access to the virtual conference sessions. Upon request, the conference kit may be couriered to the registered address at the participant's expense, subject to payment of the applicable courier and handling charges.

The Organising Committee reserves the right to determine the mode of participation in exceptional cases and to make suitable arrangements for the effective conduct of the Conference.

Note: Any applicable payment gateway charges, bank transaction charges, currency conversion charges, or other processing fees shall be borne by the participant and are in addition to the applicable registration or publication fee.

E Travel & Accommodation

Participants are fully responsible for their own travel, accommodation, and local arrangements. The Organising Committee does not provide accommodation, travel grants, airfare reimbursement, visa fee reimbursement, or any other financial assistance.

Presented to the paper demonstrating exceptional originality, scholarly contribution, doctrinal and methodological rigour, analytical quality, and relevance to the Conference theme, based on the combined assessment of the double-blind peer review process and the evaluation of the Scientific Committee.

Best Presenter Awards

Two Awards

Presented to two participants who demonstrate exceptional presentation skills, command of the subject, clarity of communication, engagement with the audience, and effective responses to questions during the technical sessions.

Recipients of the above awards will receive a Certificate of Recognition during the Valedictory Ceremony. The decisions of the Scientific Committee and the Session Chairs regarding the selection of award recipients shall be final.

Please note that once a manuscript is accepted for the proceedings and submitted in camera-ready form, it is treated as final and complete. No changes can be made at a later stage, and the paper will be published by Atlantis Press exactly as provided. Peer Review and Publication Ethics Statement:
KLE-JUSTECH 2027: First International Conference on the Future of Justice: Crime, Constitution, and Technology is committed to an independent, impartial, and rigorous review process conducted in accordance with the principles of the Committee on Publication Ethics (COPE) and the applicable editorial and publication policies of Atlantis Press (Part of Springer). Manuscripts are judged on scholarly merit, originality, and ethical compliance alone. Payment of registration or publication charges, the institutional standing of an author, and any other non-academic consideration have no bearing whatsoever on editorial outcomes. Editors and reviewers are bound to confidentiality throughout the process and must declare any circumstance capable of giving rise to a conflict of interest, whereupon the manuscript is reassigned.

Stage I: Conference Review
  • Abstract Screening: Each abstract is assessed for fit with the Conference theme, originality, scholarly significance, and suitability to a specific track. Authors of shortlisted abstracts receive an invitation to develop and submit a full manuscript. Shortlisting at this stage confers no entitlement to acceptance.
  • Editorial Screening: Invited full manuscripts undergo an initial assessment to verify compliance with submission guidelines, formatting requirements, completeness, and anonymization for double-blind peer review.
  • Similarity Assessment: All submissions are screened using professional plagiarism detection software. Manuscripts containing unacceptable similarity, plagiarism, duplicate publication, or fabricated data will be rejected.
  • Double-Blind Peer Review: Manuscripts that successfully complete the initial editorial and technical screening are subjected to a rigorous double-blind peer-review process. Each eligible manuscript is evaluated independently by at least two subject-matter experts. Reviewers assess submissions based on originality, significance and contribution to knowledge, methodological rigour, analytical quality, relevance to the conference theme, interdisciplinary value (where applicable), organisation and clarity of presentation, and adherence to academic writing, citation, and ethical standards. Decisions are made based on the reviewers' recommendations and the editorial assessment.
  • Decision for Conference Presentation: Based on the review recommendations, authors receive one of the following decisions: Accepted for Presentation, Accepted with Minor Revisions, Major Revisions Required, or Rejected. Only papers accepted, registered, and presented at the conference proceed to the publication review stage.
Stage II: Proceedings Publication Review
  • Post-Conference Evaluation: Following the event, authors submit revised manuscripts incorporating the feedback received. The Scientific Committee re-evaluates the manuscripts to ensure technical accuracy, language quality, and compliance with publisher standards.
  • Final Editorial Decision: Manuscripts receive a final evaluation tier (Accept, Accept with Minor Revisions, Accept with Major Revisions, or Reject). Only successfully cleared manuscripts are recommended for the proceedings.
  • Camera-Ready Submission: Authors of accepted manuscripts must submit a publication-ready version strictly utilizing the official templates prescribed by the Atlantis Press within the stipulated timeline.
  • Publisher Editorial Processing and Publication: Recommended manuscripts are forwarded to the Atlantis Press for final production decisions. The publisher reserves the right to conduct additional reviews. Following publication, the proceedings volume will be submitted for evaluation and inclusion in indexing databases, including the Web of Science Conference Proceedings Citation Index (CPCI) or Scopus, subject to the independent criteria of the indexing agencies

KLE-JUSTECH 2027 operates on a rolling review model. Similarity screening, editorial screening, and double-blind peer review commence immediately upon receipt of a submission and do not await the relevant deadline. Authors are therefore strongly encouraged to submit early, which allows for fuller reviewer engagement, earlier communication of decisions, and adequate time to prepare revisions.

All submissions will be screened using Turnitin or equivalent plagiarism detection software. As a general guideline, manuscripts should have an overall similarity index of not more than 10%, excluding the bibliography/references, quoted material, and matches comprising fewer than 14 consecutive words. Similarity arising from properly cited legal provisions, case names, statutory extracts, commonly used legal terminology, or standard publication statements may be disregarded where appropriate. The overall similarity index shall not be the sole criterion for editorial evaluation. The Scientific Committee reserves the right to assess the nature, source, and context of the matched content and to reject any manuscript containing plagiarism, duplicate publication, self-plagiarism, or other forms of academic misconduct, irrespective of the overall similarity percentage.

Authors must ensure that all work submitted is original and accurate. While we acknowledge the utility of AI in academic writing, its use must strictly adhere to the following guidelines:

  • Authorship: AI tools (such as LLMs) do not satisfy authorship criteria and cannot be held accountable for the integrity of the work. Authorship remains the sole responsibility of human contributors.
  • Permitted Use: AI tools may be used for "AI-assisted copy editing"—specifically to improve the readability, grammar, spelling, punctuation, and tone of human-generated text. This use does not require disclosure.
  • Restricted Use: The use of generative AI for autonomous content creation, substantive writing, or the generation of images/illustrations is strictly discouraged and, where significant, must be explicitly disclosed in the Acknowledgements or Introduction.
  • Responsibility: Authors are fully responsible for the accuracy and originality of their manuscripts. AI models are known to produce plagiarism and factual errors; therefore, authors must perform rigorous due diligence. The use of misleading or undisclosed AI-generated content may result in the immediate rejection or withdrawal of the manuscript.
  • Publisher AI Policies and Guidance

  • Authors may submit a reasoned appeal against an editorial decision within the prescribed period.
  • Appeals will be considered by the Scientific Committee, whose decision shall be final.
  • The Scientific Committee is not obligated to reconsider manuscripts solely because the author disagrees with reviewer opinions.
